REGULAR MEETING MINUTES
TUESDAY, MARCH 23, 2021, 6:30 P.M.
Kapalama Hale Room 153, 925 Dillingham Boulevard and ZOOM

CALL TO ORDER: Chair Tam called the meeting to order at 6:32 p.m. Quorum was established with eight (8) members present. (Note: This 11-member Board requires six (6) members to establish quorum and to take official Board action. Chair Tam welcomed attendees to the Tuesday, February 23, 2021 regular monthly meeting of the Ala Moana/Kaka ako Neighborhood Board No. 11 at Kapalama Hale and on zoom. Note: Names are not included if not legible on guest sheet or is a phone number on zoom.

Board Members Present: Chris Chung, Robert Clayton, Doug Cullison, Caroline Farringer, Kathleen Lee, Lynn Mariano (Arrived at 6:50 p.m.), Ryan Tam, and Michael Zehner.

Boardmembers Absent: Rodney Chang, Ron Komine Jr.

Guests: Sargent Aisha Romero (Honolulu Police Department); Councilmember Calvin Say, Councilmember Carol Fukunaga, Representative Makanani Sal (Mayor's Office of Culture and the Arts), Cindy McMillan (Governor David Ige's Representative), Councilmember Tommy Waters, Charles Izumoto (Senator Sharon Moriwaki), Dylan Leigh (Scott Saiki's Office), Adrian Tam (State Representative), Kim Coco Iwamoto; Frenz Kraintz (Department of Planning and Permitting), Meredith Soniat (Department of Transportation Services); Linda Frysztacki (Weslin Consulting Services Inc.); Valerie Umeda, Judy Hernandez, Michael Medeiros, Daniel Simonich, David Jones, Dyson Chee, John Garibaldi, Melissa Wong, Norma Freeman; Residents: Dave Watase, Marilyn Leimomi Khan; Spencer Johnson (Neighborhood Commission Office).

Reminders: Chair Tam announced that since the last meeting on Tuesday, February 23, 2021; 30 Hawaii residents, 71,097 US Americans, and 305,916 people worldwide have died from COVID-19. Chair Tam noted that the purpose of the Neighborhood Board system was to ensure effective citizen participation in the government's decision-making process. Chair Tam outlined the rules of speaking for Board members and attendees.

PUBLIC SAFETY REPORTS:
Honolulu Fire Department (HPD) P wa a Station: No representative present, no report given.

Honolulu Police Department (HPD): Aisha Romero, Acting Lieutenant, District 1 reported the following:
Statistics: 19 motor vehicle thefts, 11 burglaries, 107 Thefts, 43 car break-ins, 17 assaults, three (3) sex assaults, four (4) graffiti, 11 drug cases, with 6,166 total calls for service.
Safety Tip: Romero gave a car break-in prevention tip.

Questions, comments, and concerns followed: Graffiti: Mariano mentioned he has seen a lot more graffiti than four (4) cases. Romero clarifies that those numbers come from calls from service. Chung asked what HPD can do if graffiti is located on private property. Romero states that officers can respond and make recommendations, property owners are not cited.

Good Neighbor Award: Dave Watase, in recognition of his dedication and efforts to serve the interests of the Ala Wai watershed communities and the Ala Moana-KakaÔako neighborhood.

Announcements:

Ala Pono / Ala Wai Bridge - A community meeting to discuss the Ala Wai Bridge will be held on Tuesday, March 30, 2021 from 6:00 p.m. to 8:00 p.m. via audio-video teleconference (Zoom) at: https://rebrand.ly/AlaPonoDEA.

Presentations:
1. Juneteenth Celebration - no representative present, no presentation given.
2. Ke eaumoku Complete Streets Project - Franz Kraintz, Department of Planning and Permitting (DPP) presented the following:
Ke eaumoku Complete Streets is a project to make improvements that accommodate various ways of transportation along Ke'eaumoku. 3. Ala Pono / Ala Wai Bridge Update - Meredith Soniat, Department of Transportation Services (DOT) presented the following:
The purpose of the Ala Wai Bridge is to improve multimodal network connectivity and enhance public safety for people walking and bicycling across the Ala Wai Canal between Ala Moana Boulevard and Manoa/Palolo stream. The project is proposed to be in line with University Avenue, and without any piers to maintain free-flowing water. The project is following future sea level charts to ensure clearance given sea level rise. The draft environmental assessment has been posted. There is a virtual community meeting to review this assessment on Tuesday, March 30, 2021 from 6:00 p.m. to 8:00 p.m. for details and registration information visit: www.honolulu.gov/completestreets/alapono. There is another virtual community meeting regarding Waikiki's complete streets projects on Wednesday, April 14, 2021 from 6:00 p.m. to 8:00 p.m.: www.honolulu.gov/completestreets/waikiki.

Questions, comments, and concerns followed:
Concerns: Chair Tam asked when the community able to weigh in on their concerns. Frysztacki responded she will be presenting at the Ala Wai Promenade meeting, and the website for this project is almost ready for community members to voice their suggestions. Public meetings will be scheduled for next month.

Mariano entered the meeting at 6:50 p.m.; eight (8) members present.

Board Business:
1. Approval of the February 23, 2021 Regular Meeting Minutes

Mariano MOVED and Chang SECONDED the Motion to approve the Minutes from the February 23, 2021 regular meeting, as written. The Motion PASSED by UNANIMOUS CONSENT, (8-0-0); (AYE: Chung, Clayton, Cullison, Farringer Lee, Mariano, Tam, Zehner; NAY: None; ABSTAIN: None).

2. Attendance at other meetings: None.
3. Neighborhood Updates: Ala Wai Watershed Flood Risk Management Project Update - Dave Watase
A total of seven (7) neighborhood boards passed new resolutions concerning the United States Army Corp Engineer's (USACE) Employment Dispute Resolution (EDR) plan, they are Ala Moana, Manoa, Diamond Head, Palolo, Kaimuki, Makiki, and McCully. The USACE is working on finishing the Value Engineering report which should explain the $651M price tag. No word on the status of the USACE publishing the supplemental National Environmental Policy Act (NEPA) (EIS or EA).
4. Increased Graffiti: Mariano reports increased graffiti and discussion followed on ways to address it. Chung suggested spray paint tax and Councilmember Fukunaga mentioned a resolution being introduced by neighborhood board No. 13 Downtown/Chinatown.
5. Treasurers Report: The expenditures for the month of January were $27.89 with a remaining balance of $328.00.
6. Oahu Metropolitan Planning Organization (OahuMPO) Citizen's Advisory Committee: Upcoming meeting next week Tuesday, March 2, 2021 on zoom.

Mariano MOVED and Clayton SECONDED the Motion to request representation of the Ala Moana-Kaka'ako neighborhood board at the advisory committee meetings to participate and report back regarding future development at Kaka'ako Makai. The Motion PASSED by UNANIMOUS CONSENT, 8-0-0; (AYE: Chung, Clayton, Cullison, Farringer, Lee, Mariano, Tam, Zehner; NAY: None; ABSTAIN: None).

New Business:
1. Discuss and consider resolution regarding rehabilitation of KakaÔako streets.
Mariano MOVED and Cullison SECONDED the Motion to support the concept of the State of Hawaii sharing the cost of long term upgrades to disputed streets in Kaka'ako transferred to the City and County of Honolulu. The Motion PASSED by UNANIMOUS CONSENT, 8-0-0; (AYE: Chung, Clayton, Cullison, Farringer, Lee, Mariano, Tam, Zehner; NAY: None; ABSTAIN: None).

2. Discuss and consider resolution regarding COVID-19 Protections for Bars. Vaccination: Chung mentioned that it is possible to require bar workers to receive the COVID-19 vaccine before returning to work.
3. Discuss and consider resolution regarding Juneteenth Celebration. No Discussion.
4. Discuss and consider resolution regarding the renaming of McKinley High School to Honolulu High School. No Discussion.
5. Discuss removal of crosswalk at Waimanu and Queen Street. No Discussion.

Mayor Rick Blangiardi's Representative - Representative Makanani Sal , Mayor's Office of Culture and the Arts, reported the following:
¥ COVID-19: Seven day average of 42 new cases per day with a 1.6% average positivity rate.

City Councilmember Carol Fukunaga (District 6) Councilmember Fukunaga reported the following:
Fiscal Year 22 CIP Budget Items: The City's FY 22 CIP budget was filed on March 2, 2021.
¥ Flood: $100,000 Flood control improvements for the Ala Wai Flood Control.
¥ Ocean Safety: $100,000 Ocean safety lifeguard towers replacement and facilities improvements at Ala Moana Beach Park Tower 1E.
¥ Street improvements: Portion of $35.5 million rehabilitation of streets in Ala Moana/Kaka'ako.
¥ Roads: Rehabilitation of concrete roads on Quinn Lane, South Street to End.
¥ Drains: Reconstruction of storm drain structures Kaka'ako:
o $200,000 on Kamake'e Street.
o $200,000 on Keawe Street.
o $200,000 on Piikoi Street.
o $200,000 on South Street.

State Representative Adrian Tam (District 22) Representative Tam reported the following:
¥ House Bill 200: HB200 safe budget, holes filled by American rescue plan or economic stimulus from federal government.
¥ Highlights: $1.3 million HIV prevention and treatment, $3.34 million in tuberculosis, $10.8 homelessness for FY 22, and $740 million to pay off unemployment debt.
State House Speaker Scott Saiki (District 26): Representative Dylan Leigh was available for questions.
Marilyn Khan: Why is the house refusing to hear the bills on minimum wage?

State Senator Sharon Moriwaki (District 12): Charles Izumoto gave a brief update and was available for questions.

Governor David Ige's Representative - Cindy McMillan, Director of Communications provided the following:

3. Honolulu Board of Water Supply (BWS): The following report was given and read by Chair Tam: No new water main breaks to report for the month of March. Purchase a rain barrel to save money on your water bill.
